What programming language ?  What are your aims ( if you are undecided 
on what to use )....

Eclipse is an excellent IDE.  I like the idea that you learn how to use 
it, get used to it, and if you want to program in something else, you 
download another plugin ( subject to availability ).  I use it mostly 
for development in Java and Adobe Flex, and will probably use it for any 
other Perl / C stuff I may have kicking about.

It does use alot of RAM, but RAM is cheap....
