This is probably the better solution of the two, providing the ISP
provides a decent implementation of IMAP.

I think you mean fetchmail, and that should work fine also - providing you
have a 1:1 mapping of mailboxes (ie a mailbox at the ISP for every local
mailbox)

A better (more flexible) solution (if you have the knowledge or are
willing to learn) would be to ask your ISP for a static IP, and run a
mailserver directly on your machine (such as sendmail, or better yet -
postfix) and have the mail delivered to you, rather than "fetching" it
from anywhere.
