These will need to access applications on a W2K T/S server for their application (windows based). The remote users will access the company network via RDP. This of course will be going through a VPN using Cisco routers and Cisco Clients.

There's a couple of RDP clients, tsclient is quite popular. I think
(read the M$ licence here) you will need a CAL for each connection.
I've set up stuff like this; our set up just routes stuff through
(actually we VPN first) and then we use tsclient (or the rdp windows
client) to go through to the box. What you want to do here is not
difficult or unusual in any way..
Your other savings come in maintenance etc relating to the M$
desktops; no virus scanners, spam etc etc and all the other stuff that
goes wrong in an M$ world. It would come down to time + money savings
I think.
