I'd only seen http://www.rwhitby.net/blog/category/n800
I will email you an edited version of osso-cities.mo

On mine, I changed the link /etc/localtime -> 
/usr/share/zoneinfo/Australia/Perth
That works until DST (doesn't) start.
So I copied the more up-to-date Perth zoneinfo file from Ubuntu.
Now the system is on correct time and zone.

Not sure what else I did, but the date/time GUI is now quite broken :-(
I tried removing osso-clock, and reinstalling it and all that depended 
on it, but no luck.
