The website doesn't really say what it does or how it works, except that 
it uses colinix. So see that for details:

The linux kernel is ported to Win32. How much of it goes in the win kernel?
Looks like they get around all the difficulties of graphics emulation
by running a native win32 X-server.

Interesting, but I'm having a hard time figuring what purposes it might
suit better than existing solutions.
