[plug] Allowing only 1 user read access to a file at a time.

Hey all,

We have a document that (by license) only one user is allowed to read
at a time, but any number of users are allowed to read the document
over time.

So far the only real solution i've found is to restrict the group
permissions of the file, and update the users group permissions
whenever someone new needs to access the document.

This is a crap solution - effectively i'm looking for something like a
license server, but that feels like overkill too.

Anyone have any other ideas?
