[plug] re; how to setup a ftp access

I need to setup a access via ftp to a web server to allow the user access to
a certain area of the server, in this case to their web page on the server. 
The server is running:
www:/etc # cat /etc/SuSE-release
SUSE Linux Enterprise Server 11 (i586)
VERSION = 11
PATCHLEVEL = 1
