[plug] Do I need a custom PPA ?

Hi Pluggers!

The jittertrap project is progressing nicely (for those who've heard of it).

I'm trying to get Travis CI [1] working on the github repo, but have run
into a problem: the version of libnl3 that is available to Travis
(currently Ubuntu 12.04, Precise) is too old [2] and contains a bug that
prevents jittertrap from building [3]. I need version 3.2.24.

How do I get the new version of the library? Do I need to create my own
packages and own PPA to get the packages to Travis? I haven't done any
packaging for Ubuntu before, so it's probably time to learn how to do it...

Any help or hints appreciated!
