Roughly correct.  The Associations Incorporation Act 1987 makes
interesting reading.  (Actually I lie, it makes boring reading.)  You
can find it at http://austlii.edu.au.  If any PLUGger causes damage I
would guess it is likely to be in the course of fiddling with someone
else's box (er Linux box, I mean) which would not be in an official
capacity.  But regardless of that if you ever find yourself in that
position it is wise to get permission in writing from the person whose
box you are fiddling with (email is fine).
